30 years of temporary extensions. This time the moratorium expired without renewal.
The WTO ministerial in Cameroon ended deadlocked as Brazil blocked the extension that the US, India and most other members had been negotiating toward all weekend.
The e-commerce moratorium prevented countries from taxing digital transmissions - downloads, streaming, software since 1995. That protection is now gone.
Countries are legally free to start imposing customs duties on digital trade for the first time in three decades.
The US warned it would use a failed extension as an excuse to disengage from the WTO entirely. Brazil just handed Washington that excuse.
Meanwhile 66 WTO members separately brought digital trade rules into force among themselves this weekend bypassing both Brazil and India.
The rules-based trading order did not collapse today. It split. The countries willing to move forward did. The ones blocking reform were left behind.
And the WTO itself has less authority this evening than it had this morning.
