Pakistanis overseas get frustrated precisely because they're not used to an efficient health system.E.g. you can't just call up your favorite surgeon & ask them to do a surgery on you.

Still a poor & inefficient health system. Intervention rates for certain surgeries e.g. knee replacements are too high, management of chronic disease e.g diabetes is poor
Health system is not having a few good surgeons
