Re 1X PW3 — for many homes 1 PW3 is sufficient to power the home in an outage with the exception of heavy loads like HVAC and EV charging. Tesla also makes the expansion pack which is the PW3 without the inverter and comes in a couple thousand dollars less than a full PW3 unit so you can expand the kWh stored without the full cost of a second PW3. A single PW3 fully installed, permitted, etc should be ~$14k +/- 10% depending on cost of labor and insurance in your area.
