这周末AI圈吵翻了，但真正新增的事实只有一条。
OpenAI和Anthropic都承诺嵌入第三方评估员。Dario点名METR，具体是哪家还不确定。
Gavin Baker把这背后的逻辑讲透了：AI输出没有Section 230那种免死金牌。模型一旦出事，诉讼会来。第三方评估不是作秀，是给自己留“已尽注意义务”的证据。当年没有230，好几家互联网公司可能已经破产。限责这件事，比喊安全重要得多。

其余全是提案，还没落地。
Dario最激进：评估员 + 国家级监管门槛 + 民主国家公约 + 卡中国算力和蒸馏 + 想要反垄断豁免，好跟OpenAI私下协调。比他以前提的“AI版FAA”已经收了不少。Gavin认为他是真心的，但这对Anthropic长期生意也并不差。

Sam只接了评估员这一条，很聪明，先把责任补上。

Elon说“Dario is right”，但马上改口：要监督可以，先从同行互评开始，新模型上线前给对手1-2周看。这是MPAA式行业自律，跟Dario的国家监管差很远，倒是接近Sacks的路线。开源权重模型，他明确说不会因此减速。

Sacks更直：你们俩就是前沿，想慢就自己慢。别把反垄断豁免包装成救世，那就是组卡特尔；也别假装METR完全独立。
Sriram点得更准：评估机构必须跟任何实验室都没有人事和资金纠葛。Hugging Face立刻举手愿意当中立方。

投资上，Gavin的判断很冷：单这一条新事实，几乎没有定价含义。但如果你希望周期“更平滑、更持久”，大部分硬约束都是好事——晶圆、电力、实际利率、信用利差。过度监管是另一回事，现在还远没到那一步，只是风向变了。

最后他点破真正的分歧：可以安全地大规模分发智能，不必把它集中在少数几家公司手里，让那几家比任何政府都更强。
他不要少数人控制智能。他要每个人都拥有反映自己价值观的智能。
分布式，而不是中央集权。
