#1 it is much easier to get accepted in-state than OOS. #2. many colleges have a thing called 'yield protection.' Admissions divisions are measured by how many of accepted students also attend. While the guy may qualify for admission, they also measure what the likelihood of the person attending the school is, if it is minuscule, they will reject the applicant because they are 'too good for them.'
