प्रसार भारती कर्मचारियों की एक महत्वपूर्ण बैठक ADG (HR) और चेयरमैन, प्रसार भारती के साथ सम्पन्न हुई।
🔹 इस बैठक में कर्मचारियों ने डीम्ड डेपुटेशन कर्मचारियों को एकतरफा प्रमोशन दिए जाने पर कड़ा विरोध दर्ज कराया।
🔹 सभी कर्मचारियों ने एक स्वर में कहा कि अगर अन्यायपूर्ण प्रमोशन हुआ तो हम काम करना बंद कर देंगे।
🔹 कर्मचारियों की एकता और स्पष्ट रुख को देखते हुए चेयरमैन ने आश्वासन दिया कि:
✅ कोई भी प्रमोशन फिलहाल नहीं किया जाएगा।
✅ सभी कर्मचारियों का प्रमोशन एक साथ और न्यायसंगत ढंग से किया जाएगा।
🗣️ यह कर्मचारियों की एकजुटता और संघर्ष की जीत है। लेकिन अभी संघर्ष समाप्त नहीं हुआ है —
हमें सतर्क रहना है, एकजुट रहना है, और अपने अधिकारों की रक्षा करते रहना है।

आकाशवाणी और दूरदर्शन के माध्यम से हर महीने के आख़िरी रविवार को "मन की बात" का कार्यक्रम पूरे देश में प्रसारित किया जाता है। यह कार्यक्रम न केवल जनमानस से जुड़ा है, बल्कि इसकी तकनीकी और प्रसारण व्यवस्था में प्रसार भारती कर्मचारियों की अहम भूमिका होती है।
👉 हम ही वो लोग हैं जो सीमाओं पर, दुर्गम इलाकों में, और हर चुनौतीपूर्ण परिस्थिति में यह सुनिश्चित करते हैं कि देश की आवाज़ देशवासियों तक पहुँचे।
लेकिन कितनी विडंबना है कि उसी विभाग में, हम प्रसार भारती कर्मचारी आज खुद उपेक्षित और अपमानित महसूस कर रहे हैं।

🚫 जबकि हममें से कई वरिष्ठ, योग्य और समर्पित कर्मचारी वर्षों से प्रतीक्षा में हैं।

These 3 young Prasar Bharati Engineering Assistants – Jyoti Prakash Trivedi (DD News), Ankur Saxena (HPT Bundi), and Rahul Deshmukh (DDK Bhopal) – are no more.
Jyoti Prakash died of cancer, unable to afford treatment due to no medical policy. He leaves behind two small daughters.
Ankur Saxena, the only child of his parents, succumbed to Covid. He too leaves behind a daughter.
Rahul Deshmukh recently died of a sudden cardiac arrest.
Despite their dedicated service, neither their widows nor their families are being granted family pension or terminal benefits. Instead, MIB & Prasar Bharati are fighting court cases against the wife of Late Shri Jyoti Prakash Trivedi for not giving Family pension.
No CGHS, no PBHS empanelled hospitals, no social security.
Is this how we treat our engineers who serve national broadcasting till their last breath?
We demand:
•Immediate release of family pension & benefits
•Implementation of medical policy for all PB employees
•Human dignity for the families of the deceased

This ongoing disparity has led to growing dissatisfaction and frustration among the employees.

Today, from 1 PM–2 PM, engineering staff of Prasar Bharati’s Doordarshan & Akashvani centres nationwide came together in a dignified, peaceful lunch-hour gate meeting—our banners bearing the silent cries of families robbed of theirs basic Rights.
Our heartfelt grievances are:
1.Arbitrary 5 Oct 2007 cut-off: A date that drew an unbridgeable line between “haves” & “have-nots,” trampling on Articles 14 & 16 of our Constitution.
2.CGHS withdrawn phase-wise after the 2012 Amendment, fully gone by 2020—leaving veterans and new recruits alike to bear crippling medical expenses.
3.CG-EGIS exclusion since 2018—deductions taken, promises broken, no refunds, no peace of mind when illness strikes.
4.Denied GPRA housing in Delhi, Mumbai, Chennai, Hyderabad & hardship postings (Kargil, Pahalgam, Himotongla)—we pay rents higher than our salaries, living apart from our families.
5.APBEE unrecognized under CCS (RSA) Rules, 1993—90% of engineering staff silenced, with no formal voice at the table.
6.Promotion stagnation over 18 years—our brightest minds frozen in grade, watching juniors leapfrog them.
7.Salary shifted from Consolidated Fund to IEBR (Apr 2019)—our pay cheques now subject to revenue swings, not the promise of government stability.

Until March 2018, our salaries were paid from the Consolidated Fund of India as Grant-in-Aid through the Ministry of Information & Broadcasting.
This arrangement ensured timely salary disbursement, secure government-backed employment, and full access to service-related benefits such as pension, gratuity, medical reimbursements, and other entitlements available to Prasar Bharati employees.
However, from April 2018 onwards, a silent but significant shift took place — our salaries are now being paid from IEBR (Internal and Extra Budgetary Resources) generated by Prasar Bharati itself.
This is not just an administrative change; it carries deep implications for the future of every employee and for the very structure of Prasar Bharati.

Why This Shift is Concerning:
1. Uncertainty in Salary Disbursal:
Salaries dependent on IEBR are subject to fluctuations in advertisement revenue, sponsorships, and internal income. If revenue falls, monthly salary disbursement may be delayed or disrupted — as happened in early 2018.
2. Threat to Government Servant Status:
When salaries are no longer paid by the Government of India, the question arises — can we still claim parity with deemed deputationist employees? This directly affects our pension eligibility, continuity of service, and constitutional protections.
3. Job Security and Regular Appointments at Risk:
IEBR-based funding increases the likelihood of contractual hiring. Permanent posts may be frozen or replaced with outsourced, low-cost manpower, threatening the dignity and future of technical professionals who have served for decades.
4. Pension and Medical Benefits at Stake:
If the Government gradually withdraws from its funding responsibility, there is no guarantee that our pension, gratuity, or post-retirement medical benefits (if any) will continue. Employees recruited after 2007 may also face issues with NPS contributions in case of a cash crunch.
5. Impact on Employee Morale and Career Progression:
The fear of financial instability and the erosion of service rights demoralizes the workforce. Employees working tirelessly across Kendras and during national emergencies like COVID-19 feel abandoned and insecure about their future.
Our Demands:
1.Immediate restoration of Grant-in-Aid funding for salaries and service benefits.
2.Grant of government servant status for all employees of Prasar Bharati.
3. No change in service conditions in future without formal consultation with recognized associations.
4.Recognition of APBEE under CCS (RSA) Rules, 1993 to safeguard employee rights institutionally.

🚨 Repeal the Arbitrary Cut Off Date: 5 October 2007 🚨
Before the notification of the Prasar Bharati Amendment Act, 2012, all Prasar Bharati employees received full Central Government benefits including CGHS, Pension schemes, and Central Government Employees Group Insurance till 2012 and onwards. Shockingly, after the notification, these essential benefits were revoked for all employees recruited after 05 October 2007.
This arbitrary cut-off date created significant disparities:
•Employees hired before the date retained full benefits and were placed on deemed deputation, while newer recruits were stripped of these rights.
•Grave injustice persists as newer recruits face exclusion from CGHS, loss of pension schemes, denial of residential accommodation, and other key benefits.
The discrimination with Prasar Bharati employees includes severe disparity in terms of grade pay:
•Employees have been stagnating at a Grade Pay of 4200 for the past 18 years.
•Juniors earn more than seniors due to the arbitrary Prasar Bharati Amendment Act cut-off date of 5th October 2007.
•Technicians recruited before this cut-off date, though two posts junior to Engineering Assistants (EA), receive the same Grade Pay of 4200.
•Upon promotion to Engineering Assistant, these Sr. technicians immediately receive a Grade Pay of 4600, surpassing the pay of senior employees who joined after the arbitrary cut-off date.
•Furthermore, these junior technicians have lower educational qualifications (ITI /diploma) compared to Prasar Bharati Engineering Assistants who hold https://t.co/zvsnVCojvJ or https://t.co/rJd97mKNjP degrees.
APBEE is committed to challenging this discriminatory practice and demands immediate restoration of rightful benefits for all Prasar Bharati employees, ensuring equality and fairness.

प्रसार भारती संशोधन अधिनियम, 2012 से पहले, प्रसार भारती और उसमें कार्यरत ‘deemed deputationist’ कर्मचारियों के बीच कोई औपचारिक विभाजन नहीं था। CGHS, CGEGIS, और Central Pool Accommodation जैसी सुविधाएँ सभी कर्मचारियों पर समान रूप से लागू होती थीं।
लेकिन 2012 के संशोधन ने कर्मचारियों को निम्नलिखित वर्गों में विभाजित किया:
•Section 11(1) & 11(2) – ‘deemed deputationist’ कर्मचारी
•Section 11(5) – प्रसार भारती के 5 October 2007 के बाद प्रत्यक्ष रूप से नियुक्त कर्मचारी
5 अक्टूबर 2007 की एक मनमानी कट-ऑफ तिथि तय कर दी गई
इस एक तिथि के कारण:
•CGHS और CGEGIS जैसी सुविधाएँ 2012 के बाद धीरे-धीरे वापस ले ली गईं, और 2020 तक पूरी तरह समाप्त कर दी गईं।
•एक ही पद पर कार्यरत कर्मचारियों के लिए अलग-अलग वेतनमान लागू हो गए।
•CCS (RSA) नियमों के तहत संघ की मान्यता नहीं मिली, जबकि APBEE की सदस्यता 90% से अधिक है।
•भारत के अधिकांश केंद्रीय सरकारी कर्मचारी General Pool Residential Accommodation (GPRA) के अंतर्गत सरकारी आवास का लाभ उठाते हैं। हालांकि, मुंबई, चेन्नई, हैदराबाद जैसे महानगरों में, जहाँ किराये के मकानों की कीमतें अत्यधिक हैं, प्रसार भारती के कर्मचारियों को इस सुविधा से वंचित कर दिया गया है।
•स्व. ज्योति प्रकाश त्रिवेदी, इंजीनियरिंग सहायक, डीडी न्यूज़, जिनका कैंसर से निधन हुआ, की परिवार को उनकी निस्वार्थ सेवा के बावजूद पारिवारिक पेंशन नहीं मिली।
•मार्च 2018 तक वेतन ‘Grant-in-Aid’ के रूप में Consolidated Fund से मिलता था, लेकिन अप्रैल 2019 से इसे IEBR (Internal and Extra Budgetary Resources) से दिया जाने लगा।
यह कट-ऑफ तिथि:
•मनमानी और तर्कहीन है।
•संविधान के अनुच्छेद 14 और 16 का उल्लंघन करती है।
हम भारत सरकार से विनम्र अपील करते हैं:
