#DMI #CoEDM #CEP Competency Enhancement Programme: A programme titled "Efficacy Building" was inaugurated on 18th February for the personnel of the State Emergency Operations Centre (SEOC) and the District Emergency Operations Centre (DEOC) of the Disaster Management Department, Government of Bihar.

Contents of the programme include, inter alia, disaster management framework, SEOC operations, crisis communication, team-building,  psychological well-being and cyber disaster preparedness. The programme objective is to enable the efficacy of personnel, which, in turn, will strengthen effective disaster preparedness and emergency management.

The programme is conducted under the auspices of the Disaster Management Department, Government of Bihar, @BiharDMD and forms a part of the State's Policy on Training and Development.

Shir Chandan Kumar of the Centre of Excellence in Disaster Management @CoEDM_DMI is the course coordinator. Facilitators for the sessions include Prof. Amrita Dhiman @AmritaDhiman, Dr Vivek Kumar Singh, Ms Pankhuri Priyam, Mr Alok Kumar, Ms Komal Priya Singh @Singhkomalpriya and Mr Naveen Kumar. Dr Nidhi Singh, the Dept of Psychology at Patna University, and Shri PN Rai, the Honourable Member of BSDMA @BsdmaBihar, are Guest Faculty. Representatives of the Brahmakumaris will facilitate a session on Stress Management.

"The husband returns a decade and a half after learning that his son is growing up at home. He had deserted his wife and home in search of work in Kolkata. The wife is elated to see him back. But then, the billion-dollar question that is usually held as a sword to subdue women - whose child is it? is tossed. Two men, the husband and an apparent lover, lay their claims on the boy. Neither has a love for him; both see additional hands of labour. The Sarpanch enters the dispute. During the inquisition, the Sarpanch swings like a pendulum between the two men. It is subtly revealed that the lover is the father.

Both men bribe the Sarpanch to rule in their favour. He finally puts them to the test. Neither wins as the mother thwarts the side that is winning. She would not let the boy go to either. Finally, the Sarpanch proposes that the boy be cut into three pieces and divided among the three.

While the two men and the Sarpanch are working out the modalities, the mother, having delivered a soliloquy about the travails she endured in bringing the child to life, lapses into a trance with extreme sorrow. She is woken up by the Sarpanch, who asks her to pay her fees to the butcher who would cut the boy. She gets up with a start, grabs the boy, and puts her body in front of the butcher.

The sight of her reaction in contrast to that of the two men forces the dawning of wisdom on the Sarpanch. The men are driven away and the boy is delivered to the mother".

Enacted as a musical play in Bhojpuri. The storyline is narrated here by a spectator who has, at best, a fleeting familiarity with the language. Nuances are lost on him, so are some of the critical details. This is especially of those parts in which characters were taking recourse to poetic soliloquy in expressing themselves. Despite that, the gestalt of the visuals created a penetratingly memorable experience. Hidden in the story is a commentary on the contemporary society of Bhojpur in the early decades of the 20th century, of migration of labour, of broken homes, and of the perennial interrogation of paternity of a child holding down women to the altar!

The play was directed by Dr Jainendra Dost @JainendraDost with artists of Bhikhari Thakur Repository Training and Research Centre performing the roles. The total effect was mesmerizing for the audience.

Hosted as a part of the 11th Foundation Day Symposium of the Development Management Institute, Patna.
