In BSNL the top managers have got their 7th Pay Revision, whereas Pay Revision is denied to the employees on the plea that BSNL is not making profit. Is the condition only for the employees?

Private telecom companies raised tariffs from 21% to 25% in December 2021 but BSNL did not raise. Private companies run for profit. BSNL runs to serve the nation and people. Do not deny Wage Revision to the employees on the plea of non-profitability in BSNL.
