Under the laws of war, merchant vessels in an international armed conflict (such as the Russia-Ukraine war) can become legitimate targets if they:
• Make an effective contribution to the adversary's military action, and
• Their destruction offers a clear military advantage.
This is precisely Ukraine's argument: the shadow fleet transports Russian oil in circumvention of sanctions, thereby directly financing the war.
