As discussed with the officials at NMC regarding the issues in the FMGL‑21 regulation and its improper implementation within the same batch of 2021 (session 2021–22),
• Several State Medical Councils are not following the NMC notice dated 18 March 2026.
• FMGs in Delhi are facing issues related to PSM posting.
• The 3‑year internship should reduce to 2 years maximum.
We request you to kindly resolve these issues at the earliest, as they are creating significant hurdles for thousands of FMGs across India and abroad.

Today, AFA (@official_afa_)along with AIMSA-FMSW(@aimsa_fmsw) representatives met with NMC(@NMC_BHARAT)officials regarding the non‑uniformity in the FMGL‑21 regulation affecting the 2021 batch of the 2021‑22 session.
We further discussed the issue of state medical councils not following the NMC guidelines and the notice dated 18 March 2026.
Other matters raised included the shortage of PSM seats in Delhi and the three‑year internship issue faced by FMGs.
We are truly thankful to the @NMC_BHARAT officials who patiently heard our concerns and assured us of prompt action on these matters.

MP Baramulla Engineer Rashid has taken up the issue of Indian MBBS students (2021–22 batch) studying abroad who are facing injustice under #FMGL2021 regulations.
Students from the same academic session are being treated unequally, with January intake candidates forced into an additional year.

Humble request to grant a one-time special relief under the Screening Test Regulations, 2002 to Indian students who had taken admission in MD (MBBS equivalent) courses abroad prior to the notification of FMGL Regulations 2021 (dated 18-11-2021).
1. Indian students who, after qualifying NEET in 2021, duly applied and secured admission in MD (MBBS equivalent) programs at recognized foreign universities.
2. Entire admission process of these students had either commenced or been completed prior to the publication of the FMGL Regulations 2021 (18-11-2021).
3. Before 18-11-2021, admissions and enrollments had been duly confirmed.
4. Before 18-11-2021, most of the students had received official Admission Letters from their respective foreign universities.
5. Before 18-11-2021, most students had received official Invitation Letters from the Ministry of Education of the respective foreign country.
6. Before 18-11-2021, many students had either applied for or already obtained valid student visas.
7. In all these countries abroad, General Medicine (MD) is the primary medical qualification, which is considered equivalent to MBBS in India.
8. In all these countries abroad, there is no BS Course or pre-medical system.
9. In all these countries, medical education begins from the very first semester.
10. Through corrigenda dated 30-12-2025 and 31-12-2025, the National Medical Commission granted a one-time special relief to BS Course students by including them under the Screening Test Regulations, 2002.
11. When non-medical BS Course students have been granted one-time relief, denying similar relief to students who directly enrolled in MD (MBBS equivalent) programs appears contrary to the spirit of Article 14 of the Constitution of India (Right to Equality).
12. Regulation 5 of the FMGL Regulations 2021 clearly states that these regulations shall not apply to candidates who were already pursuing their education prior to their publication.
13. These students complied with all prevailing rules and legitimately began academic journey without violating any regulation.
Now they are facing serious challenges such as academic uncertainty, mental stress and stagnation of careers.
This is not merely a matter of technical interpretation of regulations, but a question concerning future of our own, their years of hard work, and the sacrifices made by their families.
HUMBLE PRAYER:
Respectfully request you to kindly direct the Ministry of Health and Family Welfare @MoHFW_INDIA to issue necessary instructions to the National Medical Commission @NMC_IND to ensure that Indian students who had applied for and secured admission in MD (MBBS equivalent) courses prior to the publication of FMGL 2021 (18-11-2021) be also granted a one-time special relief, similar to BS Course students, and be included under the Screening Test Regulations, 2002.
Under your just and compassionate leadership, we firmly believe that we will receive appropriate relief.
