Their bosses predominantly shift priorities towards social causes they find important, doesn't make reporting any less objective. Afterwards they are processed and have a court case, where judge decides whenever to grant them asylum or deport them.

Again, court decides whenever to grant someone asylum or not grant asylum. If someone crosses "illegally", they are breaking the law, and are subject to be deported upon capture.
