Basements aren't found where the water table is high. But deep foundations are necessary where winter freezes the ground - otherwise, you have frost heaving, which destabilizes the house. So, since you have to dig down 6 feet anyway, may as well put in a floor and make a basement. Here in the Western U.S. they are the norm.
