@RichardHanania USA is not like a guy when it spends dollars. It is a currency issuer. "Debt" for USA is savings for we currency user guys. Ilinois is more like a guy, although it receives enormous amounts of dollars from the currency issuer in addition to spending taxes/fees.
@paulvigna@wbmosler In my feeble understanding, public debt is the bonds sold by a currency issuer. These bonds function like bank savings accounts for users of the currency. Forgiveness is irrelevant and would destroy private savings. @ProfSteveKeen

@barua_82 Agreed. An increase in the percentage of USA treasuries owned by private investors is a signal of something. My ignorant guess is that it is a sign of worry about other more lucrative investments, or just a reveals a cycle of entering and exiting safer/less safe investments.
