David Valadao (R-CA-22) literally says that military aid to Israel helps the US because the money goes to the production and TESTING of American weapons systems.

"The fact that those weapons are used there and tested there, we are able to learn from that."

He goes on to describe it as an "opportunity" to test weapons and learn from it.
