Subject: Formal Grievance regarding the lack of communication to Housing Societies upon loan foreclosure/closure.
Dear Sir/Madam,
We are writing to express our strong dissatisfaction and bring to your immediate attention a systemic lapse in your bank’s post-closure protocols.
When a member of a Co-operative Housing Society applies for a home loan, ICICI Bank mandates a rigorous process where the Society is required to provide an NOC and a signed Undertaking. This undertaking legally binds the Society to mark a lien in its records, ensuring that no third-party rights are created and no further NOCs are issued without your bank’s consent.
However, it is highly unprofessional that once the loan is foreclosed or fully repaid, the bank fails to extend the same courtesy or legal diligence back to the Society. While a system-generated letter is sent to the customer, the Society—which is still holding the lien on your behalf—is left with no formal written intimation to discharge that lien.
This negligence creates several critical issues:
1. Administrative Deadlock: The Society records continue to reflect your bank's interest long after the debt is cleared.
2. Member Hardship: Members face unnecessary delays when they require fresh NOCs for other purposes because the Society has not been officially "released" from its undertaking by the bank.
3. Legal Ambiguity: A lien marked based on a bank's demand should be removed only upon the bank's formal instruction to ensure the integrity of the Society’s register.
If the bank can demand a legal undertaking from the Society at the time of disbursement, it is a reciprocal and ethical obligation to issue a Lien Termination / No Dues Certificate directly to the Society office upon closure.
We request you to look into this matter immediately. Moving forward, please ensure that a formal closure intimation is dispatched to the respective Housing Society office for all closed loan accounts to allow for the timely removal of liens.

The Chandivali Citizens Welfare Association (CCWA) strongly condemns the cowardly and brutal attack on the security guards of Synchronicity CHS Ltd on Nahar Amrit Shakti Road. On 6th April, around 00:32 hours, two guards were assaulted by 12 intoxicated individuals while performing their duties.
An FIR has been officially registered, and the following sections of the Bharatiya Nyaya Sanhita (BNS) have been invoked against the perpetrators:
Section 115(2): Voluntarily causing hurt
Section 118(1): Voluntarily causing hurt by dangerous weapons
Section 189(2): Member of an unlawful assembly
Section 190: Joining unlawful assembly armed with deadly weapon
Section 191(2): Punishment for Rioting
Section 324(2): Mischief (damage > ₹500)
Section 351(2): Criminal Intimidation
Section 352: Intentional insult to provoke breach of peace

Chandivali CHA Manifesto
1) Anti-Defacement Pledge: Aspiring Nagar Sevaks must take a pledge and give a formal undertaking that they will not deface the ward with illegal hoardings.
2) Stop pasting names and pictures on amenities developed using public funds. (Paisa Hamara, Photo Tumhara – Nahi Chalega!)
3) No More Freebies: Pledge not to misuse BMC funds for the free distribution of items like cookers, sarees, mixers, and other political freebies.
4) RTI Transparency: Include the BMC within the scope of the State Government's online RTI system to ensure accountability.
5) Tax Burden Reduction: The BMC budget must be used judiciously so that the burden of property tax on citizens can be reduced.
6) Ethical Fund Usage: Corporator funds should not be misused and must be utilized only for genuine, community-driven purposes.
7) Effective Representation: Raise genuine citizen issues effectively and consistently within the BMC House.
8) Protect Public Spaces: Stop political encroachment on public spaces under the guise of "public libraries" or similar projects. Public participation should be mandatory when deciding the use of public places.
9) Pedestrian Rights: Implement existing BMC rules like the "Pedestrian First" policy effectively. Specifically, stop the hazardous usage of gas cylinders on footpaths.
10) Traffic & Road Infrastructure: Resolve traffic congestion by implementing DP (Development Plan) roads and widening existing roads. Complete the construction of the 90-foot road connecting Andheri/Chandivali to JVLR.
11) Pollution Control: Enforce stringent laws to stop air pollution originating from illegal bhattis (kilns) and Ready-Mix Concrete (RMC) plants.
12) Maintenance of Public Assets: Take effective steps to maintain public gardens, hospitals, dispensaries, and municipal schools.
13) Waste Management: Create an effective policy to deal with garbage dumps on footpaths and roads.
14) Road Quality: Ensure pothole-free, motorable roads throughout the year.
15) Respect for Mandate: Nagar Sevaks should respect the public mandate and not switch political parties post-election.
16) Sports Infrastructure: Establish a sports center with advanced amenities for the residents of Chandivali and Powai.
17) Project Completion: Ensure work is completed once a tender is allotted; projects must not remain only on paper.
18) Dignified Labor: Stop the practice of manual scavenging completely.
19) Green Space Upkeep: Effectively address the ongoing non-maintenance of public gardens.
20) Fire Safety: Establish a fully functional fire station in Chandivali; ensure the decision is implemented immediately and not delayed.
21) Flood Prevention: Take effective steps to ensure waterlogging does not occur, especially during the monsoon season.
22) Utility Ducts: Provide utility ducts on the sides of the roads to avoid frequent and repetitive digging.
23) Citizen Accountability: Conduct Quarterly Meetings with Citizen Forums to report on progress and hear grievances.
24) Transparency: Ward wise dashboard on BMC portal displaying all ongoing and completed works, Budgets sanctioned vs spent, Contractor details and timelines.

Request for Proactive Action: We request directives be issued to local police stations to treat Non-Cognizable (NC) Complaints with necessary seriousness. Prompt action, such as recording statements and issuing strict written warnings, is vital to act as a deterrent and prevent the escalation of NC offences into Cognizable Offences involving serious harm or criminal intimidation.

Flashback: Two year ago, on August 20, 2023, residents of Chandivali sat on Anshan demanding the completion of a 90-feet road connecting JVLR to Chandivali farm road.
We are still waiting for the incomplete 90-feet DP road to be completed.

Despite Galleria Co-op society revoking the agreement and informing the @mybmcWardS on 24th Oct 2024 to revoke the NOC given to Desire advertising to install 20 feet hoardings on their premises.
@mybmc license department has not taken any action to cancel the NOC and remove the hoarding that can be dangerous to the pedestrians.
Society has now written to @PowaiPS for police protection so that they can themselves remove the hoarding.
