BREAKING: Former Speaker of Somalia Parliament Mohamed Osman Jawaari has passed away in Mogadishu, Friday; he was 79, sources.
Jawaari held multiple positions in Siyaad Barre’s government including serving as minister of transport, labour and social affairs.
Before becoming a speaker, Jawaari who graduated from Somalia’s faculty of law was the chair of the constitutional experts committee which oversaw the drafting of the current constitution.
Jawaari was elected a speaker in August 2012; and again was re-elected in January 2017. He resigned in April 2018 after pressure from the government of @M_Farmaajo.

My fifth commentary on #Somalia's #constitution review focuses on the implications of the proposed presidential system.
I argue that the political infighting stemming from the divided executive (president versus prime minister), the mismatch between the sources of presidential mandate (parliament) and the full executive powers of the president, and the current administration's determination to gerrymander a process that will maintain their hold on power, are the three driving forces behind the project.
Furthermore, I contend that the government's unilateral approach to #constitution-making will have in four negative implications: a departure from the spirit of reconciliation in state-building, increased societal polarization, external intervention, and misplaced priorities, thereby losing focus on the ultimate goal.
In conclusion, I propose that President Hassan Sheikh should genuinely engage with his opposition and competitors (most of them former allies) concerning the rules and governance surrounding the constitution and the elections. Interestingly, in the 2022 elections, six politicians—including the incumbent—vied for the presidency. The five opposition politicians united their efforts to successfully challenge the then-incumbent president Farmajo. In 2024, these same six figures continue to wield significant influence. Remarkably, the tables have turned: President Hassan Sheikh now holds the presidency, while former President Mohamed Farmajo has transitioned to the opposition. This shift highlights the dynamic nature of political alliances and competition, underscoring the importance of dialogue and cooperation in making major decisions.
I also argue the South African model should be considered when designing the institution of the presidency.

The #EU has urged #Ethiopia to respect #Somalia's sovereignty, President @HassanSMohamud and Egypt's @AlsisiOfficial discussed Ethiopia's breach of Somalia's sovereignty over the phone, and President Hassan also recently engaged in a phone conversation with #Qatar's Emir.
