@jfmengels I think of it like you're an unincorporated, non-revenue, public-benefit software company "funding" research & development. So I'd count it as "industry" (or is "industry-funded R&D" distinct from the two categories you listed?)
@Pilatch that's unrelated to elm-land, but for Elm in general, I think you can simply copy the ~/.elm folder to machines that can't directly access the internet
