I honestly think the AIDS levy in Zimbabwe should be reconsidered or scrapped. In my view, it raises questions of fairness when HIV-negative people are required to subsidize medication for those who are HIV-positive.

Some people argue that not everyone who has HIV contracted it through consensual sexual relations some were born with it and others were victims of rape. While that is true and those cases deserve compassion and support, the majority of infections in Zimbabwe are from consensual sexual activity.

My concern is about personal responsibility. When individuals knowingly engage in risky behavior and later require treatment, society is then expected to cover those costs through a compulsory levy. I believe this creates a difficult ethical and economic debate about how healthcare should be funded.

Instead of relying on a disease-specific tax like the AIDS levy, it may be better to develop a broader healthcare funding model where different illnesses are supported more equally. For example, I would support the introduction of a cancer levy rather than focusing on one condition alone.
