He’s not dumb, it just doesn’t align with common sense. You don’t claim that you do not negotiate with terrorist then go ahead to finance them (directly/indirectly), btw no entity funds terrorism directly. If the jihadist were operating in France, will the company still go ahead and fund them? The answer is no, but they don’t care as long as they get to operate freely and not be on the receiving end of the atrocities.
