Kalyansinghpur Mob Violence Case Classified as ‘Red Flag’; CAW Team to Investigate Under ADG S. Shyni
The state police administration has taken the sensational mob violence (mob lynching) incident that occurred in the Kalyansinghpur area of Rayagada district with utmost seriousness. On the directions of Director General of Police (DGP) Y.B. Khurania, the sensitive case has been categorized under the “Red Flag” category. To ensure a fair and comprehensive investigation, senior IPS officer S. Shyni , who serves as the Additional Director General of Police (ADG) of the Women and Child Protection Wing (CAW & CW), has been assigned special responsibility for the probe.
According to the DGP’s directions, a high-level CAW team led directly by ADG S. Shyni will soon visit Rayagada to conduct an on-the-spot investigation. The team will thoroughly examine every aspect of the incident. Sources indicate that, if necessary, the special police team may also travel to Delhi to further advance the investigation.
Meanwhile, police have already recorded the statements of both the young man and woman who were brutally attacked in the mob violence incident. Demonstrating prompt action, Rayagada Police have so far arrested a total of 20 accused persons in connection with the case. The number of arrests is expected to increase as the investigation progresses.
Upon learning of the incident, Rayagada Police acted swiftly, a response that has been highly appreciated by DGP Y.B. Khurania. Since the case has now been brought under the “Red Flag” category, it will be closely monitored under the supervision of ADG S. Shyni . Police Headquarters sources stated that efforts will be made to ensure a speedy investigation and trial, strict punishment for those found guilty, and appropriate justice for the victims.

Two Delhi University interns visiting Odisha for an NGO exposure programme allegedly became victims of a brutal mob assault in Kalyansinghpur, Rayagada, after being falsely branded as "child lifters."
Despite showing their identity cards, they were attacked, humiliated and nearly lynched.
The real question is not how many arrests were made afterward.
The real question is:
• Where was the police before the violence began?
• Why does law enforcement repeatedly arrive only after irreversible damage is done?
• Can Odisha aspire to be a global investment and tourism destination while mob justice replaces the rule of law?
Arrests after a crime are not a measure of success.
Preventing the crime is.

Rayagada Mob Violence: Satya Prakash Nayak’s Questions the Odisha Government Cannot Ignore
The brutal mob assault on two young NGO interns in Odisha's Rayagada district has once again exposed a troubling reality: law and order failures are no longer isolated incidents but symptoms of a deeper administrative crisis.
In a sharply worded episode of Satyapatha, senior journalist Satya Prakash Nayak delivered one of the strongest public critiques yet of the state government's handling of the Rayagada mob violence case. His central argument was simple but unsettling: arrests after a tragedy cannot substitute for governance that prevents a tragedy.
The incident itself is deeply disturbing. Two university students from Delhi and Gujarat, working on an educational internship with a reputed NGO, were allegedly surrounded, assaulted and humiliated by a mob acting on unfounded child-lifting rumours. According to reports, the victims repeatedly identified themselves, displayed institutional identity cards and attempted to explain their purpose in Hindi. None of it mattered. Rumour triumphed over reason.
Nayak argued that the assault should not be viewed merely as an isolated outbreak of mob hysteria. Instead, he described it as evidence of a growing breakdown in local intelligence gathering, community policing and administrative responsiveness.
One of the most striking portions of his commentary concerned the irony surrounding the Odisha government's earlier criticism of international safety concerns. Nayak recalled how state leaders had strongly objected when the United States issued travel advisories highlighting safety concerns affecting women travellers in certain regions of India, including parts of Odisha. At the time, government representatives dismissed such warnings as unfair and misleading.
The events at Kalyansinghpur, Nayak suggested, have raised uncomfortable questions about whether those concerns were ignored rather than addressed.
Equally important was his criticism of what he described as "post-facto policing". While police authorities have highlighted the arrest of multiple accused persons, Nayak questioned why preventive mechanisms failed altogether. Why were dangerous rumours allowed to spread unchecked? Why was there no timely intervention before violence erupted? Why does the system appear most efficient only after lives have already been endangered?
The journalist linked the Rayagada incident with a broader pattern of controversies that have affected public confidence in governance. He referred to earlier allegations involving police accountability, public assaults and administrative lapses in other departments. Though different in nature, these episodes collectively point toward a recurring concern: institutional failure to anticipate, prevent and respond effectively to crises.
His sharpest remarks were reserved for the state's leadership. Addressing Chief Minister Mohan Charan Majhi, who also holds the Home portfolio, Nayak argued that responsibility cannot stop at the level of constables or local officers. If mob violence, public assaults and intelligence failures are becoming recurring headlines, accountability must extend to senior decision-makers within the policing hierarchy.
The larger question emerging from Rayagada is not whether arrests were made. It is whether Odisha's administrative machinery is equipped to prevent such incidents from happening again.
That question remains unanswered.

‘मैं मूकदर्शक बनकर नहीं देख सकता था’: कैसे 26 वर्षीय ड्राइवर बलराम बाघ रायगढ़ा की भीड़ हिंसा में बने नायक
रायगढ़ा, 20 जून: ओडिशा के रायगढ़ा जिले में बाल अपहरण की झूठी अफवाहों के बीच जब दिल्ली की एक युवा एनजीओ इंटर्न को उग्र भीड़ बेरहमी से पीट रही थी, तब 26 वर्षीय स्थानीय ड्राइवर बलराम बाघ ने एक ऐसा फैसला लिया जिसने संभवतः उसकी जान बचा दी।
16 जून को कल्याणसिंहपुर थाना क्षेत्र के एक दूरस्थ गांव में एक गैर-सरकारी संगठन (NGO) से जुड़ी एक महिला इंटर्न और उसके पुरुष सहयोगी पर भीड़ ने हमला कर दिया। ग्रामीणों ने उन्हें कथित तौर पर बच्चा चोर समझ लिया था। आरोप है कि भीड़ ने दोनों के साथ मारपीट की, महिला के कपड़े फाड़ दिए और उसे गंभीर शारीरिक प्रताड़ना का शिकार बनाया।

उन्होंने कहा, “जब मैं मौके पर पहुंचा तो देखा कि एक बड़ी भीड़ एक महिला को घेरकर खड़ी है। लोग उसे बच्चा चोर समझकर बेरहमी से पीट रहे थे। उसके कपड़े पूरी तरह फाड़ दिए गए थे।”
बलराम के अनुसार स्थिति बेहद तनावपूर्ण थी। सैकड़ों लोग वहां जमा थे और अफवाहों ने पूरे इलाके में भय और उन्माद का माहौल बना दिया था।
पुलिस की पीसीआर वैन और कुछ पुलिसकर्मी मौके पर मौजूद थे, लेकिन भीड़ इतनी आक्रामक थी कि बचाव कार्य आसान नहीं था।
स्थिति की गंभीरता को समझते हुए बलराम ने अपना मोबाइल फोन अपने एक मित्र को दिया और घटना की रिकॉर्डिंग जारी रखने को कहा।
उन्होंने बताया, “मैंने अपने दोस्त से कहा कि वह वीडियो रिकॉर्ड करता रहे और मैं महिला को बचाने के लिए भीड़ के बीच चला गया। मैं किसी तरह उसके पास पहुंचा, उसे भीड़ से ढककर सुरक्षित बाहर निकाला और पीसीआर वैन तक लेकर आया।”
इसके बाद जो हुआ, उसने पूरे ओडिशा का ध्यान अपनी ओर खींच लिया।
बलराम ने कहा, “उसके शरीर पर कोई कपड़ा नहीं बचा था। मैंने अपनी टी-शर्ट उतारकर उसे दे दी ताकि वह खुद को ढक सके।”
इसके बाद महिला को सुरक्षित स्थान पर ले जाया गया और उपचार के लिए सामुदायिक स्वास्थ्य केंद्र भेजा गया। उसके पुरुष सहयोगी को भी बचाकर चिकित्सकीय सहायता उपलब्ध कराई गई।
बलराम ने बताया कि बचाव कार्य यहीं समाप्त नहीं हुआ। पीड़ितों को पुलिस वाहन में बैठाने के बाद भी भीड़ उनका पीछा करती रही।
उन्होंने कहा, “पहले उन्हें पुलिस स्टेशन ले जाया गया और फिर अस्पताल पहुंचाया गया। अस्पताल में भी लोगों की भीड़ जमा हो गई थी और माहौल तनावपूर्ण बना हुआ था।”
जब उनसे पूछा गया कि उन्होंने अपनी जान जोखिम में डालकर ऐसा कदम क्यों उठाया, तो उनका जवाब बेहद सरल था।
उन्होंने कहा, “एक महिला के साथ इतनी बर्बरता हो रही थी। हर महिला हमारी मां और बहन की तरह सम्मान की हकदार है। मैं यह सब अपनी आंखों के सामने होते हुए नहीं देख सकता था।”
घटना के बाद रायगढ़ा पुलिस ने भीड़ हिंसा में शामिल लोगों के खिलाफ कार्रवाई शुरू कर दी है। अब तक 20 से अधिक लोगों को गिरफ्तार किए जाने की सूचना है और कई आपराधिक मामले दर्ज किए गए हैं।
वरिष्ठ पुलिस अधिकारियों ने भी बलराम बाघ के साहस और सूझबूझ की सार्वजनिक रूप से सराहना की है।
घटना को याद करते हुए बलराम कहते हैं कि उन्हें इस बात की संतुष्टि है कि उनके प्रयास से एक जीवन बच सका।
उन्होंने कहा, “मुझे अच्छा लगता है कि एक जान बच गई। कुछ और लोग भी मदद करना चाहते थे, लेकिन किसी को समझ नहीं आ रहा था कि बचाव कैसे किया जाए। मैंने बस वही किया जो मुझे सही लगा।”
जब ओडिशा एक बार फिर अफवाहों से प्रेरित भीड़ हिंसा के कारण सवालों के घेरे में है, तब बलराम बाघ की बहादुरी यह याद दिलाती है कि सामूहिक उन्माद और हिंसा के बीच भी इंसानियत और साहस जिंदा रह सकते हैं।

18 जून 2025 को अमेरिकी विदेश विभाग द्वारा जारी भारत यात्रा परामर्श (Travel Advisory) में अपराध, महिलाओं के खिलाफ बढ़ते अपराध, आतंकवाद और ग्रामीण क्षेत्रों में सीमित आपातकालीन सहायता को लेकर अमेरिकी नागरिकों को सतर्क रहने की सलाह दी गई थी।
इसी पृष्ठभूमि में ओडिशा के रायगढ़ा जिले के कल्याणसिंहपुर क्षेत्र में हुई मॉब हिंसा ने गंभीर सवाल खड़े कर दिए हैं।
📍 क्या हुआ रायगढ़ा में?
▪️ बच्चा चोरी की अफवाह के आधार पर दिल्ली से आई एक महिला सामाजिक कार्यकर्ता और उनके साथी को भीड़ ने घेर लिया।
▪️ स्कूटी की चाबी छीन ली गई, पहचान पत्र दिखाने के बावजूद उन पर विश्वास नहीं किया गया।
▪️ पीड़िता के अनुसार, सैकड़ों लोगों ने रास्ता रोक लिया, स्कूटी दुर्घटनाग्रस्त हो गई।
▪️ बाद में भीड़ ने उन्हें घेरकर मारपीट की, बाल खींचे, कपड़े फाड़े और कथित रूप से दुर्व्यवहार किया।
▪️ दोनों NGO कार्यकर्ता ग्रामीण विकास एवं सामाजिक कार्यों से जुड़े थे।
📍 पुलिस कार्रवाई
➡️ रायगढ़ा पुलिस ने अब तक 21 आरोपियों को गिरफ्तार किया है।
➡️ भारतीय न्याय संहिता (BNS) की कई गंभीर धाराओं के तहत मामला दर्ज किया गया है।
➡️ एसपी राज प्रसाद के अनुसार आगे और गिरफ्तारियां संभव हैं।
➡️ पुलिस ने सोशल मीडिया अफवाहों पर विश्वास न करने की अपील की है।
अमेरिकी एडवाइजरी में क्या कहा गया था? अमेरिकी यात्रा परामर्श में कहा गया था कि:
🔹 भारत में हिंसक अपराध और महिलाओं के खिलाफ अपराध चिंता का विषय हैं।
🔹 ग्रामीण और दूरस्थ क्षेत्रों में अमेरिकी नागरिकों को आपातकालीन सहायता उपलब्ध कराने की क्षमता सीमित है।
🔹 ओडिशा सहित कुछ राज्यों के आंतरिक क्षेत्रों में सुरक्षा जोखिमों को लेकर विशेष सावधानी बरतने की सलाह दी गई थी।
🔹 अकेली महिला यात्रियों को अतिरिक्त सतर्कता बरतने को कहा गया था।

ओडिशा में भीड़ तंत्र का खौफनाक चेहरा: 21 गिरफ्तार
रायगढ़ा जिले से भीड़ की हिंसा का एक दिल दहला देने वाला मामला सामने आया है। "बच्चा चोर" की झूठी अफवाहों के चलते उग्र भीड़ ने 'ग्राम विकास' एनजीओ के दो सामाजिक कार्यकर्ताओं—जिनमें दिल्ली की एक महिला एसबीआई फेलो (SBI Fellow) भी शामिल हैं—पर बेरहमी से हमला किया, उन्हें खदेड़ा और उनके कपड़े तक फाड़ दिए।

➡️ कल्याणसिंहपुर में दहशत की वो रात
16 जून 2026 की रात को, एक आधिकारिक फील्ड विजिट पर निकले दो ग्रामीण विकास कार्यकर्ता गूगल मैप्स (Google Maps) की मदद से दक्षिणी ओडिशा से गुजर रहे थे। आगे रास्ता खराब होने के कारण उन्होंने वापस मुड़ने की कोशिश की।
तभी, स्थानीय पुरुषों के एक समूह ने अचानक उनकी स्कूटी की चाबी छीन ली और पहचान पत्र (ID Card) मांगने लगे। पीड़ितों द्वारा अपना आधिकारिक आईडी कार्ड दिखाने के बावजूद, व्हाट्सएप और स्थानीय स्तर पर फैली बच्चा चोरी की झूठी अफवाहों से भड़की भीड़ ने उनकी एक न सुनी। जब एक हिंसक भीड़ जुटने लगी, तो डरे हुए कार्यकर्ता अपनी स्कूटी से वहां से भाग निकले।

पीछा करने का यह सिलसिला बेहद खौफनाक मोड़ पर खत्म हुआ। एक खेत के पास उनकी स्कूटी फिसलकर पलट गई। जब महिला का पुरुष सहकर्मी पुलिस की मदद लेने के लिए दौड़ा, तभी मोटरसाइकिल से आई एक भीड़ ने महिला कार्यकर्ता को चारों तरफ से घेर लिया।
(पीड़िता और एसबीआई फेलो) की प्रतिक्रिया:"उन्होंने मुझ पर बेरहमी से हमला किया, मेरे बाल खींचे, मेरे कपड़े फाड़ दिए और मुझे गलत तरीके से छुआ। हम समाज सेवा करने वाले सामाजिक कार्यकर्ता हैं; हमारा बच्चा चोरी से दूर-दूर तक कोई लेना-देना नहीं है। वे बिना कुछ बताए बस हमें पीटते रहे। मैं अभी भी बेहद डरी हुई हूँ... कृपया मुझे मेरे पुराने स्थान पर वापस भेज दीजिए।"
➡️ रायगढ़ा एसपी का सख्त बयान और कार्रवाई
एसपी राज प्रसाद और एसडीपीओ गौरहरी साहू के नेतृत्व में रायगढ़ा पुलिस ने तुरंत कार्रवाई करते हुए पीड़ितों को बचाया और उन्हें जिला मुख्यालय अस्पताल में भर्ती कराया, जहाँ अब उनकी हालत स्थिर है।
रायगढ़ा एसपी, राज प्रसाद का बयान:
"बच्चा चोरी की झूठी अफवाहों के आधार पर, स्थानीय लोगों की एक भीड़ ने दारिंगबाड़ी इलाके से आ रही एक स्कूटी का पीछा किया। वाहन फिसल गया, जिससे उसमें सवार लोग घायल हो गए। हालांकि कुछ जिम्मेदार नागरिकों ने पीड़ितों को बचाने की कोशिश की, लेकिन इस बीच भारी झड़प हो गई। पुलिस कर्मियों ने तुरंत मौके पर पहुंचकर उन्हें रेस्क्यू किया। इस मामले में अब तक 21 लोगों को गिरफ्तार किया जा चुका है और 3 आपराधिक मामले दर्ज किए गए हैं। अन्य आरोपियों की पहचान की प्रक्रिया जारी है।" - @sprayagada
कल्याणसिंहपुर पुलिस (केस नंबर 69/2026) ने भारतीय न्याय संहिता (BNS), 2023 की कई सख्त धाराएं लगाई हैं:
• धारा 74 और 76: महिला की लज्जा भंग करने के इरादे से हमला/आपराधिक बल का प्रयोग और कपड़े उतारने के इरादे से हमला।
• धारा 115(2) और 121(1): स्वेच्छा से चोट पहुँचाना और गंभीर चोट पहुँचाना।
• धारा 126(2) और 351(3): गलत तरीके से रोकना और आपराधिक धमकी देना।
देर रात की गई छापेमारी में अब तक गिरफ्तार 21 लोगों में से, अदालत में पेश किए गए मुख्य 8 आरोपियों की पहचान इस प्रकार हुई है:

2. रबि उलाका (33)
3. नाचिका लकी (34)
4. देवराज काद्राका (35)
5. लक्ष्मण पालाका (36)
6. शत्रुघ्न गराडिया (36)
7. बेसु काद्राका (51)

रायगढ़ा पुलिस इस समय सीसीटीवी फुटेज, मोबाइल फोन रिकॉर्डिंग और इलेक्ट्रॉनिक डेटा नेटवर्क की जांच कर रही है ताकि इस गैरकानूनी भीड़ के हर एक सदस्य को पकड़ा जा सके। आने वाले समय में और गिरफ्तारियां होने की पूरी संभावना है।
एक जरूरी चेतावनी: झूठी अफवाहें बेकसूर लोगों की जान ले लेती हैं और जिंदगियां तबाह कर देती हैं। कानून को अपने हाथ में बिल्कुल न लें।
