They would pay the same taxes that H-1B visa holders pay. So paying taxes is not a charity from H-1B holders, as you are implying.
They would spend their entire income in the US economy, and there would be no remittances. Estimates suggest that H-1B holders remit 30% of their income.
Also H-1B and other visa couples strategize to have kids in the US soil for citizenship.
You can respond to DHS and tell them they need to finalize the 103k H1B fee, and ideally increase the fees!

Removing the country cap because shady employers abuse the H-1B is like getting HIV because you have a headache.
Removing the country cap means India will get green cards for the next 20 or potentially 30 years.
All Nobel laureates and Turing Award winners come from non-India countries. By removing the country cap, we will be issuing green cards to people with master’s degrees from visa-mill universities and bachelor’s degrees. Most of these people are average. If they were elite, they would qualify for EB-1 and would not be in the backlog.
The H-1B has no country cap. That’s why Indians built a cottage industry out of it. Removing the country cap means more cottage industries from India will pop up.
If the country cap is removed, it will be like Canada. Both the left and the right in Canada are against immigration now. Recently, 60% have been against immigration.
