Scottsdene, Kraaifontein, Cape Town:
A mother and son were shot and killed this morning in La boheme Street, Madison Court, Scottsdene in Kraaifontein.
I’ve spent quite a bit of time at 10111 centres, but the messages I’ve received from operators over the past few days have made me look at the problem differently.
Many operators have previously shared their frustrations with me, but not quite the volume I received over the last two days.
We hear about the calls that go wrong. We rarely hear about the person who has been sitting behind that phone for years.
Some members tell me they have spent decades in SAPS and are still constables. They feel their years of service have counted for very little when it comes to career development. Others speak openly about very low morale and the mental toll of the job.
Then there are the practical things. Not enough people. Twelve-hour shifts, sometimes without proper breaks. Phones and radios that don't always work. Members say there have even been times when they have used their own cellphones to get complaints to colleagues on the road.
And while technology has moved on, operators tell me their training often hasn't. You cannot train somebody for an emergency communications job and then leave them there for years without constantly developing their skills.
Think about what these members listen to every day. Someone screaming for help. A murder in progress. A child missing. A family being attacked. They have to stay calm, work out what is happening and try to get help moving.
Most of us will hopefully never have to hear those calls. They hear them for a living.
This doesn't excuse poor conduct. If an operator handles a call badly, investigate it and act where necessary. But I don't want individual operators becoming convenient scapegoats for years of poor HR management, outdated technology and neglect.
There are many good, dedicated people sitting behind those 10111 phones. Some of them feel completely stranded by the organisation they have served for years.
They deserve better equipment. They deserve proper ongoing training and psychological support. And after years of service, surely they deserve a career path that actually goes somewhere.
Before we only blame the person answering 10111, perhaps SAPS leadership needs to answer a few calls of its own.
We will continue to do what we can from an oversight point of view to push for better conditions, support and development for these members.
