Public schools are governed by a school board elected by all the voters in their boundary.

Public schools must also conform to the local, state, and federal laws that they are in the jurisdiction of.

Why would a parent be paying dorm fees for a community college?

The kid can live at home and the cost of transportation is minimal compared to the fees that an on-campus student would cost.
