Here’s what happened👇

Every year, Department of Public Examination (DPE) hires speedboats for O level and A level paper distribution. This involves a LOT of traveling.

Procurement Head — Ahmed Samir manipulates the bidding process to ensure his close friend Saalim from Legion Speedboat always wins. Samir bribes DPE procurement officer to disqualify other bidders and favour Saalim's bid. Please watch/listen to all these recordings, which are evidence. You can hear the whole process and detailed instructions coming directly from Samir.

When PS, Deputy Minister Sultan and DG Zoona were informed about this on going corruption, they shut the staff’s mouth and it continued. DG Zoona favour Samir a lot cause she receives a decent cut from every corrupt deal.

Samir rejects other bids for trivial reasons, such as a missing contact number on the front page, which is not even a required detail. You can hear his instructions about this clearly from the recordings.

He also alters Saalim's bid documents after submission to fill / add missing details and other things. For this he uses procurement officers to send the hard copies to Saalim for necessary modifications or sometimes delivers them himself.

Once his friend Saalim wins the bid, he inflates the nautical miles travelled. The extra mileage payments go to Samir and his team since payment is based on the distance travelled. This is on top of the commission from procurement value.

These procurements are worth millions and this has been ongoing for several years. Deputy Minister Sultan has been facilitating it ever since he was appointed. He’s the latest addition to this corruption ring. To their luck, he already brings some corruption experience to the table from Addu. He was involved in Addu High School’s outdoor stage procurement corruption. He made a lot of money from this. Principal Nadeem was also allegedly involved in it.
