The #USA strongly warns #Azerbaijan that a new military attack against #Armenia and the occupation of territories will have serious consequences. These are the sanctions the USA can apply against Azerbaijan in case of an attack on Armenia. But now let's state that although the #US State Department denied the Politico publication that Secretary of State Anthony #Blinken warned in a meeting with US lawmakers that Azerbaijan may invade Armenia in the coming weeks, #Washington sent a very important message to the #Baku:

"The #UnitedStates strongly supports the sovereignty and territorial integrity of Armenia. We emphasize that any violation of that sovereignty and territorial integrity will lead to serious consequences. The information in this (Politico) article is incorrect and doesn't in any way reflect what Secretary of State Blinken told the legislators" US State Department spokesperson Miller said in a comment to "Armenpress."

With this message, the United States of America prevents the possibility of a new military #aggression by Azerbaijan against Armenia.

It's not even important which part of Politico's article is denied by the State Department; what is important is the unequivocal message of the USA to Azerbaijan that "any violation of Armenia's sovereignty and territorial integrity will lead to serious consequences." Although the USA doesn't indicate to which country this warning is addressed, it is obvious that the addressee is at least Azerbaijan.

What kind of "serious consequences" the USA can cause for Azerbaijan, I can list a few. The USA has a number of military, economic, and political pressure tools that it can use against Azerbaijan. Some of them include:

Military aid: The United States provides #military assistance to Azerbaijan, including training and equipment. That aid could be suspended or reduced as punishment for the #Aliyev regime's war actions. As far as I know, the USA isn't going to continue providing military support to Azerbaijan for the purpose of securing the border with #Iran.

Sanctions: The United States can impose #sanctions on Azerbaijan, such as freezing the assets of Azerbaijani officials or blocking the access of Azerbaijani banks to the US financial system. The USA can also ban European and Asian countries from buying Azerbaijani #oil and #gas.

It will be a crushing blow to the #economy of Azerbaijan, which is highly dependent on the sale of #energy raw materials. I want to know the name of the country that will ignore the US demand not to buy Azerbaijan's oil and gas.

Diplomatic pressure: The United States can use its diplomatic influence to pressure Azerbaijan to withdraw its forces from the Armenian occupied territories and respect the ceasefire. The financial assets of the Azerbaijani dictator Ilham Aliyev and other representatives of his regime can be frozen and confiscated in #Western countries. I don't think the USA will tolerate Azerbaijan waging #war for the second time and remaining unpunished.

Arms embargo: The United States can impose an arms embargo on Azerbaijan, preventing it from buying weapons from the Israel or other countries. #Israel is a close ally of the USA. Israel, which is in the war against #Hamas, receives the military and #political support of the USA these days. I can't imagine a situation when the US would urge Israel not to sell arms to Azerbaijan and receive a refusal from the Israeli side.

Support to Armenia: The United States can provide military and financial aid to Armenia, helping it defend itself against Azerbaijan. This is quite a likely option in the case of a military attack by Azerbaijan against Armenia. The USA can directly supply #arms to Armenia, as well as indirectly, through private companies, #NATO member countries, or allied countries of the USA, not only through #France and #India.

The danger of a military attack by Azerbaijan is quite high, and the signs are visible in Aliyev's statements. After the absorption of Nagorno Karabakh, Azerbaijan presented a territorial claim to Armenia. Weeks ago, in a telephone conversation with the President of the European Council Charles Michel the President of Azerbaijan "emphasized the need to liberate 8 villages under the occupation of Armenia."

Aliyev is referring to the three "#enclaves" located in the #Tavush and #Ararat regions of Armenia, which have no legal justification for being Azerbaijani. Even if Azerbaijan presents such grounds, the issue should be resolved in the border demarcation commission, not through war.

The other day, Ilham Aliyev and Vladimir #Putin met in Bishkek. The President of Azerbaijan stated that #Russia is the preferred format for negotiations with Armenia. Aliyev also criticized the #West for "sponsoring Armenia." It's not known whether Aliyev will participate in the Armenia-Azerbaijan talks planned in #Brussels at the end of October or not.

However, it's already obvious that Aliyev and Putin are making practical efforts to push the USA and the #EU out of the #Armenian-#Azerbaijani negotiation process.

Azerbaijan needs to push the USA and the EU out of the Armenian-Azerbaijani process so that new military attacks against Armenia don't have consequences. For its part, Armenia shouldn't negotiate with Azerbaijan without the presence of the mediation mechanism of the USA and the EU.

There's a possibility that Russia and Azerbaijan, with the support of #Turkey, will use new tools of military-political blackmail against Armenia to force Armenian side to cede territories that are part of its sovereign territory to Azerbaijan (the 8 villages mentioned by Aliyev).

Azerbaijan has no legal grounds that would confirm the existence of Azerbaijani enclaves on the territory of Armenia. This tells us that Azerbaijan can attack Armenia, occupy the "enclaves" before the professional work of the border demarcation commission begins, and the standards are recorded, and only then agree to the work of the commission.

The military scenario can be attractive for Azerbaijan because, in that case, it will not return to Armenia the Artsvashen / Bashkyend enclave, the arable lands captured from 4 villages of Tavush, the 150 square kilometers of territory captured from Armenia in 2021-2022.

I have no doubt that if the US military and political pressure did not exist, Azerbaijan would have already launched a military attack against Armenia. If Azerbaijan continues to demand the "deoccupation of 8 villages," Armenia should make the return of the occupied Armenian territories a condition for signing the peace treaty.

As long as Azerbaijan doesn't return Artsvashen / Bashkyend, the arable lands of 4 villages of Tavush, the occupied territories of 150 square kilometers, it cannot sign an agreement. In that case, Armenia should also demand the return of 150,000 #Armenians to #NagornoKarabakh.

When we say "Azerbaijan" it's necessary to understand "Azerbaijan, Russia, Turkey." The person acting against Armenia on behalf of this trio is Azerbaijan. The #Russian-#Turkish-#Azerbaijani tandem expects the "Zangezur Corridor" from Armenia, which they haven't abandoned the goal of capturing.

The plan of the September 19 military attack included the plan to involve Armenia in the war, after which the occupation of #Syunik territories in order to open the "Zangezur Corridor." However, Armenia didn't join the war, and that plan failed. I think that Azerbaijan, Turkey, and Russia can invent new defamatory statements against Armenia to attack Syunik.

For example, Aliyev said that there are still armed Armenians in Karabakh, against whom the Azerbaijani troops are fighting. Azerbaijan can invent that "groups of terrorists" entered Syunik from #Karabakh, and the Azerbaijani army is forced to launch a military operation in the direction of southern Armenia. This is one of those false narratives that they can invent to start a war against Armenia.

I think the USA shouldn't wait for Azerbaijan's attack and should first provide military and security support to Armenia to strengthen its defense. If necessary, Armenia should leave the #CSTO, #CIS and #EEU. It seems that Armenia's ally is the USA, which has taken Armenia's sovereignty under its protection.

Russia has not even formally said that it supports Armenia's independence and territorial integrity. It's good that at least they don't fake it.

During the past 48 hours, there have been countless reports coming from Artsakh of atrocities and executions including women and children. While we wait for official information, there has been a stream of horrific videos being shared by Azerbaijani channels. These videos show the absolute disregard for innocent life and the brutality and intention of the Azerbaijani military.

Prior to today’s emergency UN meeting, Prime Minister Nikol Pashinyan confidently stating during his official announcement that there are no direct threats to the civilian population in NK—an irresponsible assessment which was also used by Azerbaijan to shut down any opposition among UN members.

Prime Minister Pashinyan’s statement:

“We believe that the people of Nagorno-Karabagh should live in stable, secure conditions. We think that the Armenians in Artsakh should live in worthy, safe conditions. Now, at the moment, our assessment is that there is no direct threat to the civilian population of Nagorno-Karabagh.”
