Most cloud platforms (outside of hyperscalers) run some internal systems on off-network infra.

Your compute/workload can be (and sounds like is) on Railway's infra, while **they** use an off-network cloud for narrow, high-availability primitives i.e a distributed database or control plane (typically things that needs extreme uptime and/or global replication)...
