I think the heuristics for fair usage just feel off.

150 files is easy to hit with tiny file changes, but if you try and split the PRs up a bit and get hit with the 1 hour cool down really quickly. But if I just do a bunch of huge files it's fine?

I'm just finding myself having to think about what CodeRabbit limits I'm going to hit way more than I'd like to.
