@rcolvile meaningful liabilities are going to be on government balance sheets one way or another - similar to financial crisis. Question is does government finance the utilities defaulting consumer obligations with equity or another bail out security. Equity is nationalisation.

@LeaveHQ Perhaps we need a technocratic bureaucracy drafting and proposing law with a legislature that exercises veto or amendment rights. Wonder where we could find such a system.
