As per the information, these cases are pending for last 6-7 months. All cases are approved by their respective Head of the Circles. All are pending at Lucknow CPMG's end. Copy of RTI is attached herewith. Respected @rsprasad Sir, please look into the matter and do the needful.

@narendramodi Dept. of Posts spent more than 10000 crores for modernisation and made the Postal Accounts Offices as centralised payment and procurement centre. Now, vested interests in the Dept are decentralising the 24 PA Offices. Pl intervene & save the PAOs and public money.

d)As per DOPT guidelines, DR quota should be there to allow fresh people to involve in New setup of Postal side but this recommendation was also avoided so that they can do whatever they want.

But they knowingly misguided because Railway is commercial deptt and they have operative side.and they have not allowed their operational wing to write accounts wing's exam.

c) There is No parity with other organised Accounts. No organised Accounts has allowed it's operative side to write AAO examination. As department of Post has given the reply that we are a commercial deptt. And only we have operative side unlike CAG, CGA, & CGDA.

DOPT and UPSC approved the RR on unjustifiable criteria stating that they were included in 1977 RR. it is like we had made a mistake earlier we have to continue with it and that mistake was addressed by the department as well in 1996 report.

b) DOPT recommended confinement of AAO exam eligibility to Accounts Employees only and even excluded the MTS and LDC of Postal Accounts Wing stating the reason of level jumping but the department has completely overlooked it's recommendations and in last

3)Facts/Recommendations had been overlooked or hidden from the RR approving authorities(DOPT& UPSC):

a) Department didn't give the recommendations of 1996 Committee Report to the Nodal agencies while the RR framing process was going through.

The report on the inclusion ofoperative side to the Accounts side clearly shows the fact of NonCompetency of the Operative side employees in dealing with Organised Accounts setup at postal Wing.

c) In 1996, a committee has been formed to review on applicability of PAO staff in JAO exam.

b) Many officers from operative side who came to Accounts Office were found in cases of Embezzlement earlier and the reason for this was found co-relations with the operative side staff.

Effects of inclusion of operative side in Accounts Wing-

a) From last 25 years, no AAO Exam in Postal account due to huge stagnation just because of allowing a large non Feeder cadre to a small Wing of postal.

Fundamental flaws in AAO RR:

g) While including all C group Employees of postal department the MTS and LDC of Accounts Office which are also C group Employee of Postal department as well as in the direct line of Hierarchy of AAO post in Postal Accounts were left high and dry.

i.e. all the Postal Assistant, Sorting assistant, MTS etc have their own promotion hierarchy in operative side eventhough they are allowed to write the AAO exam but LDC and MTS of account office are not allowed. What a justice....
