Exactly this, agent fees plus sdlt is significant esp in SE with higher prices, would encourage more efficient filling of existing housing stock. No sure if there are technical reasons this is difficult but seems a big incentive win as far as I can tell
@dizzy_thinks What about you only pay SDLT on the extra you spend. Then obviously no SDLT if you downsize.
For example you sell for £350k and upgrade to £550k you only pay SDLT on the extra £200k.

@JudithFreedman It's better because companies just made blanket decisions, it was burdensome to produce sds etc, so now in reality hmrc won't have resources to enforce, but yes ir35 needs to be scraped entirely or reformed to cover the most abusive cases.I think most MPs simply don't understand
@Woods190580 Ir35 was Gordon browns invention, don't worry, if Labour win they'll bring it back, would you be happy with that? BTW I gave up contracting partly because of this, but it was hugely damaging and I'm delighted they've seen sense. Needs repealing in full
@rcolvile Has there ever been any consideration to only levying SDLT where buyers are moving up in value and taxing the uplift? More complex, but it seems to me this would ceate a large incentive for downsizing and this would fix some of the misallocation
