Don’t match the offer sheet -> You now restart a rebuild where over the next several years, you will be looking for the type of player you just lost.

LC goes to PV and says that they have OS on the table and say they want 15m
PV says no
PV then comes out and says he will match any OS
Leo accepts an OS for 3m more than what he was asking knowing that PV said he would match. 1/2
