Simple solution that people will reflexively hate: You should be charged to make a phone call.
You can make it very cheap, just a couple cents. You can exempt the first 500 calls a month so very few people get charged. But this would instantly kill the spam call industry.

Add downvotes. Then use engagement both positive and negative as a driving reach factor.
Take the data on the downvotes and upvotes to construct a love/hate preference score that relates to the content. Use AI to categorize posts into topics, and then match topics to the love/hate preferences of the user's. People like to see content they both love and hate because people like drama. Experiment with the Ratios and adjust to meet the content demands.
Best part about this is that it exposes people to a wider range of content, and gets out of the echo chamber because they'll see content that they hate. Which is enjoyable and will drive more engagement.
