1. Dogma can be defined by Ecumenical Council with Pope, Pope alone, ordinary magisterium.
2. Dogma can be stated by anathema, canons, declarations that demand adherence (I declare and define…) or by ordinary magisterium repeated and universal statements.
3. Dogmas have levels of certainty: Divine truths, Catholic truth, defined truth, ecclesiastical truth, truths proximate to faith, truths pertaining to faith.
The lessor grades of certainty are not dogmas: common opinions of theologians, probable, well founded pious sentiments and tolerated opinions.
4. In addition to the above, dogma must have to do with faith and morals. It does not apply to matters of discipline.
5. Private opinions of popes not meant to bind the universal Church are not dogma.
6. Any arguments surrounding declaration of a dogma, are not dogma, unless they have their own independent support.
7. Declarations of the Curia, like the DDF or DDW are not dogma unless otherwise specified and approved by the Pope.
The statements about Buddhism do not fall under any of the requirements for dogma. It is likely ine of the lessor grades of certainty. It really was just a peace offering, trying to talk with other religions so that we could eventually convert them. That is the best way at conversion…talking to people.
@AmericanReform_ The problem is what constitutes authentic magisterial teaching and non-authentic. I don’t suppose you are saying anything and everything a pope says cannot be erroneous. Where to draw the line is the difficult part.
The right of freedom from coercion by the state CAN be limited by considerations for the common good. And Dignitatis also allows the state favor Catholicism as the true religion.

Alright then let me add, the TLM is not inherently more dignified than the NO. The dignity is relative, you guys claim better music, better prayers, better language, longer use. None of that is objective. There is no set measurement. The sacrament itself gives set standard grace. The rest depends on the relative sanctity of the priest and congregation.
If Christians were denied the permit to open a Church, would you be offended? Freedom of worship does entail a place to worship. Of course I wouldn’t like it, but I can suck it up.
The purpose of the bishops post was not primarily about just the mosque; it was about not forcing Muslims to convert. And Anthony put it up inferring that the Church was giving way to Islam, or religious indifferentism. This is not just permits.
