Namma Metro - Namma Ride!
On my way to International Tech Park Bangalore today, I took the Namma Metro from Vidhana Soudha.
Namma Metro is truly Bengaluru’s lifeline. We are committed to expanding the network with new metro lines, growing from about 96 km today to 137 km by 2026 and nearly 175 km by 2027.

2/n Bengaluru pays the highest metro fares across India. This shows that the Govt here has no understanding of what should constitute a city's mobility.
* Firstly, because the city doesn't have it own Govt, as prescribed by the 74th Amendment of the constitution.
* Secondly, the state govt policy is directed by the vested interests of ministers in the cabinet, who ignorantly chase after car-oriented projects like tunnel roads and elevated corridors.
* Instead of investing in and subsidising public transport, the state govt wishes to invest on and subsidise car use; displaying its lack of planning wisdom.
* The ideal mobility regulator under the National Urban Transport Policy, the UMTA is non existent or non operational here. The BMLTA that has been constituted is merely a showpiece with no actual powers.
This Karnataka Govt is directionless and misguided - it is causing untold and irreversible harm to Bengaluru!

* Fare Fixation Committee is not mandatory. It is only set up on the insistence of the state. Fire the Fare fixation committee, because it has proven to be unfit!
* Let BMLTA (which is the mobility regulator for the city) have the power to oversee and fix fares, and subsidise various modes of transport!

The Metropolitan Planning Committee, the prescribed Planning Authority for the city, exists only on paper - no experts or planners have been hired. The BMLTA, the transport regulator for the city also exists only on paper. And a minister goes around announcing all kinds of Non-Plan projects that lack common sense even.
33 years since the 74th Amendment was passed the city has not had a single Masterplan that is compliant with the law. Result = Unplanned Development = Urban Ruin!
It is not about which plan is better than which. The real question is what needs to be done to fix this Planning and Governance vacuum in the system!? How can the Govt be made to comply with the requirements of constitution, law and due process?

The number of cars or people in Bangalore is not going to be stagnant while he builds the tunnels or flyovers. By the time the tunnel is built, we'll have that many more cars and people, and the tunnel will be jammed too (if it isn't already flooded). How many tunnels does he plan to keep building? How many more roads will he widen? How many times will we keep having the same discussion on potholes? The idea is to reduce dependency on owned cars and offer sustainable and practical alternative solutions - such as ramping up metro construction, routes, footpaths, last mile connectivity, feeder buses, more bus routes, and bicycle friendly lanes. I shouldn't feel forced to take an auto or cab to go 1.5 kms. I should be able to walk or cycle without being assaulted by gravel, sand, stones, dust, emissions, and sewage. I shouldn't have to drive 1.5 hours for just 22 kms each way for work. Metros and buses should suffice. May God grant him the humility and patience to listen to what everyone is saying.

Decision making is based on whims and fancies, which are illegal, there isn't sufficient governance reforms, transparency or accountability!

WHAT PLANNING? DOES BENGALURU HAVE ANY PLANNING AT ALL?
ONLY PROJECTS THAT ARE PART OF MASTERPLAN CAN BE CARRIED OUT BY GOVT!
1. If a project affects land use, zoning, or spatial development — such as:
* new roads, flyovers, metro lines, or major infrastructure,
* housing layouts or industrial areas,
* changes to open spaces, parks, or lake areas,
* reclassification of land (e.g., green belt to commercial),
then it should be consistent with the city’s Master Plan (or Development Plan).
In Karnataka, this is governed by the Karnataka Town and Country Planning Act, 1961 (KTCP Act).
Relevant sections:
* Section 13: Once a Master Plan (RMP/CDP) is sanctioned, all land use and development must conform to it.
* Section 14: No change of land use can be made unless it’s in accordance with the plan or formally modified through due process (notification, objections, approval, etc.).
* Section 15–17: Detail the procedure for modification of the Master Plan.
�� So all these projects such as Tunnel Roads, Elevated Corridors, Roads in Lake and Rajakaluve Buffer zones, etc., must either already appear in the Master Plan or go through a formal plan amendment.
2. Legal principle of “conformity”
Courts (including the Karnataka High Court) have repeatedly held that:
> Any development or project undertaken by any authority — public or private — must conform to the approved Master Plan.
DO ANY OF THE AD-HOC MOBILITY PROJECTS IN BENGALURU APPEAR IN THE MASTERPLAN? AREN’T ALL OF THESE ILLEGAL?
Not just TUNNEL Roads and Elevated Corridors, even most of the Metro and Suburban Rail projects, the Peripheral Ring road, the Satellite Town Ring Road, and the Bengaluru Surrounding Roads projects by KRDCL, the double decker flyovers, etc., are not part of Masterplan.
It is this culture of #UnplannedDevelopment that is ruining Bengaluru!

Even after that, when he announced ill-advised projects and measures, civil society have been providing suggestions on course correction....
Everyone is telling him:
* Focus on Mass Transit projects only, no more road projects
* Follow the constitution
* Don't announce any 'Non Plan Projects'!
* Let the MPC build a vision plan and masterplan for the city - no more unplanned development please!
* Devolve and decentralise don't impose a GBA on this city....
* Hold elections to municipal councils immediately
* Implement 74th Amendment sincerely.
But, instead of looking at the solutions provided, he steams ahead with his own agenda.... Who's to blame?
