The contracting community is very reticent about participating in these projects because of the incompetence and unprofessional behavior of ST. The costs are skyrocketing because of this unpredictability. The contractors are treated as the enemy and not as a resource that can help with value engineering. The well is poisoned and whatever projects that remain will be a financial and legal brawl.
