CIAJ has published a new implementation manual for Japanβs J-LEO program, providing the clearest official detail yet on how the RAST/Rakuten satellite project will be funded. The manual confirms a maximum subsidy of Β₯148 billion, with government support capped at 50% of eligible pre-tax project costs.
Eligible expenses include communications satellites, satellite and ground antenna components, ground facilities, launch services, launch insurance, satellite transport and storage, regulatory procedures tied to launch, and initial satellite testing. This confirms that the subsidy can directly support most of the core infrastructure needed to deploy the constellation.
The 50% cap implies that the overall eligible project budget could approach roughly Β₯296 billion if the full subsidy is used. That would make J-LEO a much larger program than the headline subsidy alone suggests and could support substantial satellite procurement, launch activity, and domestic ground infrastructure.
The manual still does not disclose the final approved grant amount, number of satellites, launch schedule, RAST ownership structure, financing plan, or the amount of revenue that may ultimately flow to AST SpaceMobile. Those details will likely come through the final grant decision, Rakuten/RAST disclosures, or an AST filing or press release.

Japan's Ministry of Internal Affairs and Communications is expected to select the consortium led by Rakuten Group as the recipient of a government subsidy program to support Japanese companies developing direct-to-cell satellite communications.
The government will provide Β₯150 billion (approximately US$1 billion) over the next three years to help cover costs such as launching satellites. The initiative aims to reduce Japan's dependence on overseas providers from the perspective of economic security.

$ASTS: This morning's news of the AST x Rakuten JV which will be capitalized 50/50 would suggest that they are very well positioned to win the J-LEO award.
A public/private partnership where Japan injects $1B of capital and AST x Rakuten provide the constellation + spectrum makes a ton of sense. Recall that Rakuten recently sold 50% of its stake in AST and monetized/restructured its Fintech business to raise working capital and deleverage its balance sheet giving it more financial flexibility to pursue the J-LEO project, which was announced in November 2025 and opened up for bidding in March 2026.
The Japan JV could also allow other MNOs to join or at a minimum provide competitors w/ access during emergencies which is a key goal of the Japanese government.
