Hamas did not invent its way of fighting in 2023. It learned it, one war at a time, and the lessons are all on the public record.

In 2009 it listed its dead fighters proudly on its own websites, and a few bloggers used those lists to show that a third of the “civilians” in the NGO casualty count were armed men. By 2014 the Interior Ministry had issued written instructions: every dead person is “an innocent civilian,” no photos of commanders, no pictures of rockets fired from neighborhoods. The NGOs kept counting the way Hamas told them to. B’Tselem’s method for deciding whether a dead man was a fighter was to ask his family - they wouldn’t lie!

The rest followed the same pattern. Commanders kept their children beside them, and the children’s deaths were charged to Israel. Shifa Hospital became a command post, and the correspondents filming the wounded walked past the gunmen in the corridors. A Spanish reporter explained why no footage from Gaza ever showed a launcher: “they would simply shoot at us.” Hamas shelled the crossing its own food came through, and the world went on calling it a siege. Human Rights Watch rewrote the definition of “human shield” so that Hamas could not meet it.

Every technique worked, and nothing was ever punished. By October 7 Hamas had a doctrine tested in four wars, and every part of it depended on the world responding exactly as it had before. Omer's grandmother, Carol Siman Tov, a nurse from Pennsylvania who made Aliya in the 1970s and was mπrdered inside her own home in the kibbutz.
