Permanently incapacitating 0.07% of the population would eliminate a huge fraction of the problems in our shared public spaces, along with a tremendous cost in support and emergency services.
Every one of these hopeless cases is responsible for consuming the entire local tax contribution of a couple dozen residents, citizens whose lifetime of labor paying into the commons is effectively wasted and redirected into the upkeep of a class of permanent dependents who need constant supervision to not harm themselves and others.
A lot of policing and incarceration questions are framed as freedom vs security trade offs affecting the liberties and dignity of common people, but the pressing questions of today are all "how should the 99% of us without severe behavioral deficits choose to deal with the tiny minority of people who cause almost all problems" which is not a question of common liberty.
It's more like an animal rights issue; a question of how we as a society rule with conscience over a helpless form of life that occasionally causes us harm, but otherwise poops wherever it wants because it's an animal, and could never join us no matter how nice we are to them.
