My guess would be that a handful of green card holders mistakenly believed they were allowed to vote. It happens. But if there was a conspiracy to commit mass voter fraud, these pathological liars wouldn't keep the data to themselves.

New York cannot make it legal for noncitizens to vote in federal elections, nor can any other state. Unsurprisingly, Elon Musk offers nothing in this town hall besides more fearmongering slop targeted at paranoid, low-info voters.

-Design a remote learning program for literacy education.
-Create an education outreach program for displaced youth in refugee camps.
The funds were to be dispersed over a 4-year period, and on milestone based criteria showing success.

These programs reach 23 million kids in the Middle East, improve reading and writing (in English and Arabic) and *improve the perception of America* in the eyes of the viewers through cultural export.
