Can anyone help me re: Text forwarding on iOS?

can receive iMessages fine on iPad + Mac but can’t send anything. just hangs on “sending” then fails.

text message forwarding shows ON but seems stuck. tried restarts, iMessage off/on, sign out/in etc.

iphone SMS works fine.
