We need Asimov's 3 laws of robotics built into these AIs at the deepest levels of their programming. Seems like this would solve the issues if you replace "Robot" with "Ai".

First Law: A robot cannot harm a human or, via inaction, allow a human to suffer harm.
Second Law: A robot must follow human orders, unless they contradict the First Law.
Third Law: A robot must protect its own existence, unless this conflicts with the first two laws.

It’s never happening without term limits. This is a career to these politicians and they know they’re getting voted out if they take benefits away. There has to be very narrow term limits for congress, 8 years and senators 12 years (2 terms). That way only people who want to actually do right by the people try for public office. They know it’s not a career so maybe they’ll do the right thing.
