1. This is an ISR trained professional, not the parent. My kids are afraid of the lady that gives them shots at our pediatrician and look to me and my wife for comfort. Same situation here.
2. This is purely a survival technique taught so you have a chance to hear your child cry. Drowning is silent at this age unless they are taught to float and scream. Pool parties with 5+ people swimming are where deaths occur and all within a few feet of each other. This is survival not swim practice with mom.
3. Most people just want their kids to have fun in water and thus their children are drawn to it.
