In my experience low academic expectations can be one of the most harmful edu practices. Kids in schools from disadvantaged situations are often assumed to be less capable. The expectations are set low and it creates a self fulfilling prophecy. Kids often work slightly below our expectations, so when the expectations are low and the students don’t succeed, the expectations are sometimes lowered even further. This creates a race to the bottom for struggling schools. If your students are struggling lift them up, don’t lower the net.
