Airlines delaying flights in phases is becoming a pattern.

My Delhi to Hyderabad flight (7:45 PM) was first delayed 35 mins, then 1 hr, and now over 2 hours with no departure yet.
Is this a tactic to avoid the 2-hour delay compensation rules?
