Your initial argument makes only sense if you are happy to conflate financial efficiency with resource efficiency.
Cloud gaming perhaps uses hardware more efficiently, but does it use less energy or fewer resources overall?
Replacing local rendering with datacentre rendering, video encoding, cooling, and continuous network transmission, does not translate into lower total resource consumption.
The real comparison should be the total lifecycle cost per hour of game delivered.
