Wales isn't a bilingual nation, it's a country where some of the population can speak two or more languages (not necessarily Welsh & English). In areas where the Welsh language still remains strong it's being impacted by people choosing not be bilingual. This choice has an impact. The red map - This is where the Welsh language was spoken over a century ago, many would have been monoglot Welsh speakers. Those people and their descendants became bilingual and over the decades the numbers of people in Wales who are bilingual have reduced, see the green map. It's people choosing not be bilingual, or raising their kids bilingually that has created this situation. That's why a community council in one of the last strongholds of the language are trying to keep Welsh as a community language. Maybe their approach is controversial to some, it's a last effort to keep the language as a living language spoken in the community.
