This seems like the wrong policy decision. This can create what in economics jargon is known as lock in effects.
Where assets are held, and capital is constrained from flowing to places with higher ROI and productivity opportunities.
This will further exacerbate underinvestment. As well as worsen productivity in the Canadian economy.
I have pointed out elsewhere that Canada currently has depreciation > investment. Lock in effects will worsen this problem.
Canada should now look at lower taxes driving investment which will lead to increases in capital per worker, and the increase in output all else equal should raise standard of living and the economic pie for all Canadians.
Remember money goes where it’s treated best. South of the border is running hot with higher levels of productivity and much more attractive returns on invested capital.
This policy as well could lead to capital flight, thus further depleting much needed investment.
