Subject: National Memorandum Seeking Compassionate Relief and One-Time Grace Marks for RT Students Affected by the Transition to the OSM Evaluation System
Respected Prime Minister Sir,
Namaskar.
We, the undersigned students, parents, teachers, advocates, and concerned citizens of India, most respectfully submit this National Memorandum seeking your kind intervention to safeguard the educational future of students placed in the Repeat in Theory (RT) category in the recent CBSE examinations.
India has always upheld the principles of compassion, fairness, and equal opportunity in education. The aspirations of millions of young students constitute the foundation of our nation's future. Any academic transition affecting them must therefore be implemented with utmost care, transparency, and sensitivity.
The introduction of the On-Screen Marking (OSM) system represented a significant transformation in the evaluation process. Many stakeholders have expressed concerns regarding adaptation, orientation, and the practical challenges associated with this transition. Regardless of differing opinions on these concerns, students should not bear the burden of circumstances beyond their control.
We respectfully submit the following requests:
1. Grant a one-time compassionate relief of 20 grace marks to students placed in the RT category, or adopt an appropriate moderation policy for marginal cases.
2. Constitute an independent expert committee to review the implementation and impact of the OSM evaluation mechanism and recommend improvements for future examinations.
3. Ensure comprehensive training and orientation programmes for teachers, evaluators, and students before the adoption of any major technological changes in assessment procedures.
4. Adopt a humanitarian approach consistent with India's educational values and constitutional commitment to dignity, equality, and the welfare of young citizens.
During extraordinary situations in the past, including the COVID-19 period, compassionate measures were introduced to protect students from circumstances beyond their control. We respectfully pray that similar wisdom and empathy guide the present situation if the Government and CBSE consider such intervention appropriate.
Many affected families belong to economically weaker sections and cannot afford prolonged legal proceedings. Their hopes rest upon the benevolence and leadership of the nation's highest institutions.
The constitutional vision embodied in Articles 14 and 21 calls upon all public authorities to act fairly, reasonably, and with due regard to the dignity and educational aspirations of every child.
We therefore humbly request your esteemed office to kindly consider this memorandum and facilitate an appropriate one-time relief mechanism so that deserving students may continue their academic journey with confidence, hope, and renewed faith in the educational system.
India's greatness has always been measured not only by the strict enforcement of rules but also by compassion, wisdom, and the protection of young dreams.

The Pain of a Mother Whose Son Lost His Future to Delay.
Today, I received a call from the mother of a Class 12 student whose son had secured admission to a very prestigious aviation institute after successfully clearing its entrance examination and interview.
The institute had asked all selected students to submit their Class 12 marksheets by 15 June. However, the CBSE re-evaluation result was declared only on 21 June. Because his revised result was not available before the institute’s deadline, the student lost his hard-earned seat.
It is heartbreaking that a deserving student’s future can be jeopardized due to delays completely beyond his control. I could feel the pain, helplessness, and disappointment in the mother’s voice.
I have requested her to share all the documents relating to the admission process and the communication from the institute. I will examine the matter carefully and do my best to help the student in every possible legal manner.
Students should never have to lose life-changing opportunities because of administrative delays.

CBSE should understand the importance of students’ academic careers. We, the students of the Class of 2026, demand relief and fair compensation in the interest of all affected students. We request CBSE to revise the passing criteria by allowing a combined minimum of 33% in theory and practical, instead of requiring separate passing marks in each. We also urge CBSE to award grace marks wherever necessary to ensure that deserving students are not unfairly affected. #WEWANTJUSTICE #CBSE #OSMSCAM #CBSESCAM
