My guess is broadcasters that want a 20th NRL team would want it based in QLD. It works better for their TV ratings.
I’d prefer a second NZ based team, or Adelaide. Those locations are better for the game overall.

Peter V’landys says the NRL could expand to 20 teams by 2029 as he closes in on a record TV rights deal that will “future-proof the game for 50 years”.
“Another team in New Zealand would be ideal, especially with the growth of the game there. They’ve got a new stadium in Christchurch, so we’ll be going there and having a look at that in the next month or so.”

Peter V’landys says the NRL could expand to 20 teams by 2029 or 2030, with one broadcaster reportedly pushing for the 20th licence to be brought forward in the next TV rights cycle.
The leading contenders are understood to be:
• A second New Zealand team (likely Christchurch/South Island)
• Ipswich Jets / a fifth Queensland team
V’landys also revealed TV rights talks with Channel 7, Amazon, Channel 9 and Fox have been “excellent”, with the ARLC targeting a record-breaking deal he believes can surpass the AFL’s and “future-proof the game for the next 50 years”.
PVL also praised outgoing CEO Andrew Abdo, calling him “the best CEO the NRL has ever had”, while admitting Abdo’s departure could convince him to stay on longer to help guide the game through its next phase of growth.
