Three takeaways:
1.Beijing’s new rules convert standard U.S. sanctions and export control compliance into conduct that explicitly triggers Chinese countermeasures.
2.This creates a lose-lose compliance scenario. Proceeding with a restricted transaction violates U.S. law. Conducting routine due diligence or declining that same transaction triggers Chinese penalties for illegal "information collection" or "supply chain interruption."
3.The regulatory trap perversely incentivizes willful blindness. Multinational firms are forced to gamble on unverified supply chains rather than risk documenting a violation that guarantees local prosecution.
I would bet that Han Kuo-yu is not coming to the United States to repair Cheng Li-wun's performance so much as to represent another part of the KMT. The party is not unified. And Han has some different views, as shown by a KMT vice chair threatening to expel him from the party over defense issues.
